Dr Annuar: Proactive steps taken to institutionalise TVETs

KUCHING: Proactive steps have been taken by the state government to institutionalise Technical Vocational Education and Training (TVET) with the setting up of Ministry of Education Science and Technological Research in order to formulate policies in ensuring proper development of technical trainings.

Dr Annuar Rapaee arrives at the State Legislative Assembly (DUN) for the third day of the sitting yesterday.

Assistant Minister of Education and Technological Research Dr Annuar Rapaee said another step was the setting-up of Tabung Ekonomi Gagasan Anak (Bumiputera) Sarawak (Tegas) in 2012 to promote and create TVET awareness among Sarawakian youths.

The capacity of TVET institutions in the state is also expanded with the setting up of new campuses of state-owned institutions such as Centre of Technical Excellence Sarawak (Centex) and Sarawak Skills Development Centre (PPKS), said Dr Annuar.

He was replying to a question from Hazland Hipni (BN-Demak Laut) on the governments plan to institutionalise TVET in Sarawak.

Dr Annuar added that the state government would also facilitate the expansion of federal technical training institutions such as Kolej Vokasional, Institut Kemahiran Mara (IKM), Institut Kemahiran Belia Negara (IKBN), Institut Latihan Perindustrian (ILP) and Advanced Technology Training Centre (Adtec).

The government will also strengthen engagement between TVET institutions and industries to ensure the trainings provided by these institutions are relevant and meet the needs of the industries.

The state government will also garner industry support to provide places for on-the-job training and internship as well as expand the scope of Yayasan Sarawak financial assistance for TVET programmes.

Answering a supplementary question, Dr Annuar said Sarawak has a total of 75 TVET institutions offering certificate and diploma level courses. There are 54 public TVET institutions and 21 private TVET institutions with a capacity of 21,825 trainees.

This year, the state recorded 15,570 trainees with an output of 8,265 trainees. This means we have a lot of places for trainees in Sarawak taking up TVET.

To a question from Dato Idris Buang (BN-Muara Tuang) about the governments plan to meet the housing needs in fast developing areas such as Muara Tuang, and if there is a rent and buy scheme on offer, Dr Annuar, who is also Assistant Minister of Housing and Public Health, said the state and federal governments had ceased the rent and buy scheme, and instead, had taken different approaches to meet the housing needs of the people.

Among them is the building of Housing Project for the Hardcore Poor (PPRT) which are rented at RM150 a month for a maximum tenure of six years.

To be eligible for the PPRT units, the applicant must be a Malaysian citizen below 60 years old with an income not more than RM3,000 a month.

Another programme of the state government is Skim Perumahan Khas Rakyat (Spektra) and Program Rumah Spektra Permata.
